Cash-Based Assistance Consultant – Asia Field Support (Remote)

About the role

The consultant will provide technical and operational support to selected UNICEF country offices in Asia on cash‑based assistance modalities in fragile and humanitarian contexts. Working under the Global Cash Hub chief in Nairobi, the role combines remote advisory work with up to four‑week field‑support missions.

Key responsibilities

• Support the rollout and regular use of the HOPE platform at country‑office level.
• Implement UNICEF’s global capacity‑building strategy for cash‑based assistance, delivering training to staff and partners.
• Conduct technical and operational assessments, design cross‑sectoral cash programmes, develop risk matrices and standard operating procedures for payment processes.
• Advise on delivery systems, liaise with the Poverty Centre of Excellence, and establish robust monitoring and verification systems.
• Gather and analyse data, document good practices, and contribute to global coordination through regular Global Cash Hub meetings.

Required profile

• Master’s degree in Economics, social science, data analytics or related field (or equivalent bachelor’s degree with certifications and experience).
• At least eight years of professional experience in humanitarian response, including five years dedicated to cash‑based assistance.
• Fluency in English and proven experience providing technical assistance to UN agencies, NGOs and governments.
• Demonstrated ability to plan, implement, monitor and evaluate cash‑transfer programmes and to coordinate with diverse stakeholders.
• Excellent written and verbal communication and presentation skills.
