Data Interpretation & Utilization Consultant – Education (14 months)

About the role

UNICEF seeks an independent consultant to work with Ministries of Education and regional bodies, translating evidence into actionable policies, plans and strategies. The consultant will help national teams unpack large‑scale assessments, identify improvement areas, and support advocacy for teacher training, curriculum revision and resource allocation.

Key responsibilities

• Analyze international and national assessment datasets (e.g., SEA‑PLM, PASEC, PISA) and classroom‑level data to inform policy decisions.
• Develop tools and guidance for evidence‑based policy making and SDG reporting.
• Support advocacy efforts around teacher training, curriculum revision and resource allocation.
• Build national capacity to interpret and use data for improved education outcomes.
• Provide technical assistance to governments and partners in low‑ and middle‑income or crisis‑affected contexts.

Required profile

• Minimum 10 years of progressive experience in education, learning assessment, data analysis or policy use.
• Proven experience supporting large‑scale national or international learning assessments.
• Experience delivering technical assistance to governments or international organisations, especially in resource‑constrained or crisis settings.
• Demonstrated ability to produce analytical and knowledge products for policy audiences.
• Fluency in English and French.
