Deputy Director, Human Resource Management – Grade Fourteen

About the role

The Deputy Director of Human Resource Management at Maseno University will lead the HR function at a senior level, overseeing all aspects of staff management, payroll, policy development and strategic planning. This position reports to senior university management and plays a key role in shaping the institution’s human capital strategy.

Key responsibilities

• Oversee staff recruitment, appointments, selection, promotion, transfers, discipline and separation.
• Manage payroll and salary administration for university personnel.
• Develop, review and implement human resource and administration policies, rules and regulations.
• Lead the creation of human resource plans, strategies and the performance management process.
• Advise on human resource planning, succession management and career development, including review of career guidelines.
• Interpret labour laws and related statutes affecting the university’s workforce.
• Oversee industrial relations, staff welfare and the implementation of a human resource management system.
• Lead budgeting processes related to human resources and review terms and conditions of service.
• Ensure proper utilization and deployment of human resources across the institution.
• Supervise quality management, performance contracting processes and maintain safe custody of personnel records.
• Provide secretariat services to University Management Board committees and coach, mentor and develop staff.
