Deputy Director, Programme

About the role

The Deputy Director, Programme supports the Corporate Services Division Director in steering UNEP’s programme portfolio, ensuring effective budgeting, financial management and resource allocation across the organization.

Key responsibilities

• Advise and assist the Director on technical and functional issues to enhance division impact.
• Oversee programme‑administrative tasks, including budget preparation, financial reporting, donor‑relations strategy and workforce planning.
• Provide secretariat services to the Budget Steering Committee and represent UNEP in inter‑agency budget and financial networks.
• Review UNEP financial rules for alignment with UN regulations.
• Lead and supervise meetings, seminars and training activities.
• Manage, develop and train staff, fostering teamwork across divisions.
• Support redesign of inter‑divisional processes for efficiency while maintaining internal controls.
• Ensure high‑quality outputs and compliance with mandates.

Required profile

• Extensive experience in programme management, budgeting and financial oversight within an international or UN context.
• Proven leadership and staff‑management capabilities.
• Strong understanding of UN financial regulations and donor‑fund management.
• Excellent communication and stakeholder‑engagement skills.
