Digital Health Systems and Interoperability Consultant (Remote, Nairobi COE)
UNICEF Tchad · Nairobi
Job description
About the role
UNICEF's Health Practice is running a two-year programme (September 2026 to August 2028) to improve how digital health investment reaches national scale, so that national systems are designed around documented requirements and interoperability needs. This consultancy supports country offices in preparing investment-ready digital health blueprints and building health information exchange enabling layers, and works closely with Health Section colleagues in the Centre of Excellence in Bangkok, with overlapping working hours and periodic face-to-face meetings.
Key responsibilities
- Lead on digital health systems and interoperability, with emphasis on the health information exchange enabling layers in the three implementation countries.
- Provide requirements and architecture input to investment blueprints across the programme.
- Support financing window analysis.
- Prepare, facilitate and follow through on engagement with international financial institutions (IDB, CAF, ADB, AfDB).
Required profile
- Master's degree in health informatics, information systems, computer science, engineering, public health with an informatics focus, or a related field; a first-level degree with two additional years of relevant experience may be accepted.
- At least eight years designing or implementing digital health systems in low- and middle-income countries, including at least five years on national-scale interoperability (registries, terminology services, health information exchange).
- Experience working with ministries of health on national digital health architecture and with vendors on technical specifications.
- Fluency in English; Spanish or French is an advantage.
Required skills
- Hands-on FHIR experience, including profiling and implementation guides.
- Working knowledge of WHO SMART Guidelines and digital adaptation kits, HIE reference architectures and digital health maturity assessment.
- Ability to translate architecture into requirements that governments, vendors and financiers can act on.
