Education Specialist – Team Leader

About the role

NTU International A/S is seeking an experienced Education Specialist to lead a team within the EU‑funded Higher Education System Strengthening Project II in Somalia. The role focuses on enhancing coordination, regulation, and sustainability of higher‑education interventions across the country.

Key responsibilities

• Lead multi‑stakeholder, large‑scale programmes with budgets exceeding €1M.
• Develop and monitor results‑based implementation plans, risk matrices, and adaptive management strategies.
• Produce high‑quality reports for donors, governments, and technical audiences.
• Coordinate with ministries of education, national councils, and international partners such as UNICEF, World Bank, and EU agencies.
• Design and implement coordination mechanisms and quality‑assurance frameworks for higher‑education institutions.

Required profile

• Master’s degree in Education, Public Policy or related field (or equivalent experience).
• Minimum 10 years of hands‑on experience in national higher‑education policy implementation and coordination.
• At least 7 years of experience designing, implementing, or evaluating development programmes in fragile or post‑conflict contexts.
• Excellent written and spoken English; Somali proficiency is an asset.

Required skills

• Advanced proficiency in MS Office.
• Experience with project management software such as MS Project.
• Ability to use data visualisation tools for reporting and analysis.
