Evaluation Consultant – Independent Evaluations for UNEP

About the role

The Evaluation Consultant will lead independent assessments of large regional or global UNEP programmes, ensuring rigorous analysis, stakeholder engagement, and high‑quality reporting.

Key responsibilities

• Draft survey protocols and develop criteria for country or site selection.
• Plan the evaluation schedule and prepare the Inception Report.
• Conduct desk reviews, in‑depth interviews with implementing agencies and stakeholders, and ensure confidentiality.
• Draft, revise and finalize the Main Evaluation Report and accompanying response to comments.
• Maintain positive, participatory relationships with stakeholders while preserving evaluation independence.

Required profile

• Advanced university degree (Master’s) in environmental sciences, international development or related social sciences (or Bachelor’s plus two years experience).
• Minimum ten years of technical/evaluation experience, preferably evaluating large regional or global programmes using a Theory of Change approach.
• Strong understanding of nature‑based solutions for climate and biodiversity.
• Knowledge of the UN system and UNEP work is desirable.
