About the role
The Evaluation Specialist will support the terminal evaluation of the UNEP/GCF project “Enhancing Climate Resilience of the Water Sector in Bahrain”. The assignment is part‑time, home‑based with occasional field visits, and spans 31 working days over a period of seven months.
Key responsibilities
- Conduct the inception phase: desk review, stakeholder interviews, draft the Theory of Change, develop evaluation framework and protocols, and deliver the Inception Report.
- Lead data collection and analysis: perform in‑depth interviews, coordinate field missions, ensure independence and confidentiality, and regularly update the Evaluation Manager.
- Prepare evaluation deliverables: draft the Main Evaluation Report, incorporate feedback, produce a Response to Comments annex, and, if required, a concise Evaluation Brief.
- Maintain stakeholder relations: foster a participatory evaluation process while preserving its independence, and keep the Project/Task Manager informed of progress.
