Field Operations Manager (Kenyan Nationals Only)

About the role

Catholic Relief Services (CRS) is looking for a Field Operations Manager based in Marsabit, Kenya, to provide field-level operational leadership, coordination and representation for the CRS Marsabit sub-office. The role supports timely, high-quality and accountable implementation of the project and works closely with project technical, MEAL, supply chain, compliance, security and operations teams, as well as Caritas Marsabit (DOM). It is open only to Kenyan nationals.

Key responsibilities

• Lead day-to-day coordination of CRS field operations in Marsabit, supporting implementation of project activities in line with approved plans, budgets, SOPs, CRS policies and donor requirements.
• Resolve field-level bottlenecks across food distribution, Food for Assets, nutrition, MEAL, supply chain, security and operations, and track agreed actions from coordination meetings.
• Act as a principal coordination point with Caritas Marsabit (DOM), including regular implementation reviews and partner capacity-strengthening support.
• Represent CRS with county and sub-county authorities, NDMA, government departments, humanitarian actors and communities, and represent the project in County Steering Groups and coordination mechanisms.
• Oversee the day-to-day functioning of the CRS Marsabit sub-office and coordinate administrative and operational support, exercising delegated financial and administrative authority.
• Coordinate commodity operations, distribution readiness, commodity movement, storage and accountability with the DCoP, Supply Chain, Warehouse, logistics and Compliance teams.
• Serve as the field-level focal point for operational security, support safety and security procedures, and escalate risks, safeguarding concerns and suspected fraud or diversion immediately.
• Review implementation data and partner feedback with MEAL and partner teams, run after-action reviews and promote accountability and continuous improvement.
• Supervise designated direct reports, manage team performance and well-being, and contribute to staffing, recruitment and onboarding.

Required profile

• Master's degree in Business Administration, International Development, International Relations, Project Management or another relevant field; additional relevant experience may substitute for some education.
• At least five years of progressively responsible experience in international development and/or humanitarian response, including project or field operations management.
• Demonstrated experience coordinating complex field operations and supervising staff.
• Experience with donor-funded humanitarian or development programs; food assistance experience is an advantage.
• Knowledge of administration, budgeting, procurement, logistics, security and resource stewardship.
• Experience in complex, remote or emergency-response environments is strongly preferred.
• Willingness to travel regularly to project sites in Marsabit County and occasionally to Nairobi and other locations.

Required skills

• Professional proficiency in English and Swahili; proficiency in languages commonly used in Marsabit County is highly desirable.
• Strong computer skills, including Microsoft Office and relevant information management systems.
• Leadership, coordination, problem-solving and decision-making abilities, with sound judgment on what can be decided within delegated authority.
