General Attorney – RECA Program

About the role

The General Attorney will support the RECA (Radiation Exposure Compensation Act) Program, which administers compensation claims for individuals affected by radiation exposure related to uranium mining, milling, transport, and nuclear testing. The attorney works on complex legal and factual issues, representing the Attorney General’s interests throughout investigation, adjudication, and appeal phases.

Key responsibilities

• Conduct legal research and analysis on statutes, rules, and regulations governing the RECA Program.
• Review administrative records for claims involving intricate factual and legal questions.
• Develop and gather additional evidence to support entitlement and compensation determinations.
• Collaborate with federal, state, and local agencies to collect relevant evidence.
• Assess claims for fraud risk and provide entitlement recommendations.
• Draft correspondence, memoranda, and legal documents related to claims.
• Work with DOJ trial attorneys on litigation arising from RECA matters.
• Prepare legal pleadings and other filings defending decisions under the Act.
• Participate in meetings with opposing counsel, agencies, and stakeholders regarding claim issues.

Required profile

• U.S. citizen or national.
• Ability to complete a background investigation, including drug testing.
• Male applicants born after 12/31/1959 must be registered with the Selective Service or qualify for exemption.
• May be required to obtain and maintain a Top Secret security clearance with SCI eligibility, depending on assignment.
• Must adhere to the Department’s drug‑free workplace policy.
• Financial disclosure required in accordance with DOJ and federal ethics guidelines.
• Potential 2‑year trial period as specified in qualifications.
