Health, Safety & Environment (HSE) Manager

About the role

The Health, Safety & Environment (HSE) Manager will lead the implementation and maintenance of Victory Farms' HSE management system across multiple high‑hazard sites, ensuring compliance with Kenyan legislation and protecting staff, contractors, and the environment.

Key responsibilities

• Implement, roll out and maintain the HSE management system, including policies, procedures, risk registers and incident‑management framework.
• Convene safety committees, report leading and lagging KPIs to senior leadership and exercise authority to stop unsafe work.
• Enforce water and marine safety on lake operations, machine, chemical and cold‑room safety in facilities, and road/fleet safety across the cold‑chain distribution network.
• Oversee construction and engineering safety on build sites, ensuring safe work at height, lifting, excavation and contractor management.
• Deliver day‑to‑day environmental compliance (NEMA licensing, EIA/EA obligations, effluent and waste management, water‑quality monitoring).
• Manage statutory audits, inspections and regulator relationships; lead incident investigations, root‑cause analysis and emergency drills.

Required profile

• 8+ years progressive HSE experience in Kenya or East Africa, preferably in marine, manufacturing, food processing, construction, oil & gas or logistics.
• Registered OSH Advisor/Practitioner with DOSHS and holding NEBOSH or equivalent professional HSE qualification.
• Deep knowledge of Kenyan HSE law (OSHA 2007, WIBA, EMCA) and NEMA/DOSHS processes.
• Proven track record of reducing incidents through disciplined enforcement of HSE programmes.
• Hands‑on, field‑oriented attitude with ability to work on boats, processing floors and construction sites.
