HR Manager - Recruitment, Payroll and Compliance

About the role

TestHiring is looking for an HR Manager in Nairobi who will oversee end-to-end HR operations, from drafting job descriptions and recruitment to onboarding new hires and ensuring compliance with HR policies and labour laws. The role also covers payroll, employee relations, training and development, occupational safety and health compliance, and reporting to senior management.

Key responsibilities

• Recruitment: draft job descriptions and manage the hiring process, from application to onboarding.
• HR policy review and formulation, aligned with legal requirements and company values, and its implementation through memos and employee training.
• Attendance, leave and shift management in HRMS tools; bi-weekly payroll input reports and monthly payroll reports.
• Employee relations: grievance handling, dispute mediation, union liaison and wage negotiation support.
• Training calendar, succession planning, leadership programmes and performance management with KPI setting and appraisals.
• Labour law, factory act, OSHA and collective bargaining compliance, including disciplinary committees and records.
• Vendor management of outsourced services such as security, housekeeping and contract labour.
• Emergency preparedness, safety training and statutory reporting to regulators.
• Daily and weekly HR reports, and a monthly consolidated report to senior management.

Required profile

• Proven experience managing end-to-end HR operations, including recruitment, payroll and employee relations.
• In-depth knowledge of labour laws, factory acts, OSHA regulations and collective bargaining agreements.
• Ability to formulate and implement HR policies and to handle union negotiations.
• Experience in internal audits, vendor management and training, succession and performance management systems.
• Strong communication skills and integrity in handling sensitive employee data.

Required skills

• Proficiency in HRMS tools for attendance, payroll and reporting.
• Knowledge of OSHA regulations and statutory compliance.
