Human Resources Manager – County Government

About the role

The Human Resources Manager will serve as a strategic and operational leader for all HR functions across Big Horn County. This position aligns human capital strategies with county policies while ensuring compliance with state and federal employment laws.

Key responsibilities

• Oversee full‑lifecycle recruitment, onboarding, and talent acquisition.
• Manage labor relations, employee performance evaluations, and disciplinary actions.
• Ensure compliance with public‑sector employment regulations and county policies.
• Administer benefits programs, including health insurance, life insurance, and retirement plans.
• Provide guidance and support to managers and staff on HR matters.

Required profile

• Bachelor’s degree in Human Resources, Business Administration, or a related field.
• 2+ years of progressive HR management experience (public or private sector).
• Professional HR certification (PHR/SPHR or SHRM‑CP/SCP) strongly preferred.
• Valid driver’s license with an insurable record.
• Ability to pass a pre‑employment criminal background check and drug screening.
