Human Resources Manager

About the role

The Partnership Agency is transforming from a credit-only microfinance institution into a fully-fledged, deposit-taking bank regulated by the Central Bank of Kenya. The Human Resources Manager provides strategic and operational leadership of the HR function, advising the CEO and Executive Leadership Team on workforce strategy, talent, performance, engagement, succession, reward, employee relations and change management. The goal is to build a scalable, high-performance, bank-ready people function that complies with employment law, regulatory expectations and internal governance.

Key responsibilities

• Develop and execute the annual HR strategy and act as a strategic advisor to the CEO and executive team, providing workforce insights and HR analytics.
• Lead workforce planning, organisation design and restructuring, including headcount, critical roles, succession and job architecture.
• Build talent pipelines, recruitment, selection, onboarding and assessment processes, and establish succession plans for key positions.
• Design an enterprise-wide performance management framework with cascading objectives, regular reviews and calibration.
• Implement a learning and development strategy, leadership programmes and competency frameworks.
• Shape a high-performance culture, run engagement initiatives and lead change management around restructuring and the banking transition.
• Digitalise HR processes, implement an HRIS, set up HR dashboards and provide people analytics to leadership.
• Develop a competitive compensation and benefits framework, including salary benchmarking and reward mechanisms.
