About the role
The Just Economies Programme Officer will join Oxfam Kenya’s Accountable Governance Pillar to lead and implement projects that promote tax justice, fiscal equity and accountable public finance. The role combines programme management, partnership coordination and policy influencing to shift power and policy through citizen‑led advocacy.
Key responsibilities
- Lead the timely, high‑quality implementation of assigned projects, monitor budgets, risks and results, and produce narrative, financial and management reports for Oxfam, partners and donors.
- Broker and manage relationships with project partners, coalitions, County Governments and other stakeholders, ensuring compliance with Oxfam and donor reporting requirements.
- Provide technical guidance for research, policy analysis and lobbying on tax, debt and fiscal justice, and support the design and rollout of offline and digital advocacy campaigns.
- Oversee consultants and researchers, coordinate with MEAL advisors for monitoring and evaluation, and capture lessons learned for programme improvement.
Required profile

- Willingness to undertake Oxfam safeguarding training and adhere to all relevant policies.
- Ability to work independently, manage multiple tasks and deliver results in complex environments.
Required skills
- Bachelor’s degree in Law, Economics, Development Studies, Social Sciences or a related governance field.
- Strong project management, budget management and fundraising/donor‑reporting experience.
- Advanced research, analytical and policy‑analysis capabilities, especially in fiscal justice and public finance management.
- Proficiency in monitoring, evaluation and learning (MEAL) processes and use of participatory tools.
