MEAL Officer – Monitoring & Evaluation for EVD Preparedness

About the role

The International Rescue Committee is seeking a MEAL Officer to lead the day‑to‑day Monitoring, Evaluation, Accountability and Learning (MEAL) activities for its Ebola Virus Disease (EVD) preparedness programme in high‑risk refugee and host‑community settings in Kenya. Reporting to the County Area Coordinator, the officer will ensure data quality, support evidence‑based decision‑making and help demonstrate functional preparedness capacities.

Key responsibilities

• Implement and oversee MEAL systems for the EVD preparedness programme at county and settlement levels.
• Collect, verify and analyse programme data, ensuring high quality and timely reporting.
• Build and maintain partnerships with County Health Departments, sub‑county coordination forums, health facilities, points of entry and community health teams.
• Represent IRC at technical and coordination meetings, including health and WASH clusters.
• Provide data‑driven support to programme staff for real‑time adaptation and evidence‑based decisions.

Required profile

• Experience in monitoring and evaluation within humanitarian health programmes.
• Strong understanding of public health emergencies, especially EVD preparedness.
• Ability to work collaboratively with government and community partners.
• Excellent analytical and reporting skills.
