About the role
The Monitoring, Evaluation & Learning (MEL) Manager will support grantees of the GSMA Innovation Fund, helping start‑ups and SMEs in low‑ and middle‑income countries design and implement robust MEL systems. The role combines hands‑on data collection and analysis with strategic insight generation to improve the Fund’s impact and inform its future direction.
Key responsibilities
- Draft and implement MEL plans for each grantee and provide ongoing support throughout the grant cycle.
- Own KPI reporting, ensuring data drives decision‑making across the Innovation Fund team.
- Design baseline and end‑line surveys, manage external suppliers, and oversee data collection for surveys of 100+ respondents.
- Build the Innovation Fund’s evidence base on AI for impact, scale and digital technology.
- Provide strategic leadership on MEL approaches, aligning with existing benchmarks and best practices.
- Analyse portfolio‑level data to extract trends, insights and lessons learned.
- Produce learning products and thought‑leadership pieces that showcase findings across the grantee portfolio.
- Share insights with internal and external stakeholders to raise the profile of the Innovation Fund.
Required profile
- Interest or experience in AI and emerging technologies in LMICs.
- Previous experience working with private‑sector SMEs or start‑ups in LMICs in a MEL or Project Officer capacity.
- Proven ability to design and conduct surveys with sample sizes above 100 respondents.
- Strategic thinking about impact measurement and a proactive, thought‑leadership mindset.
- Experience producing reports, learning products or other written outputs for diverse audiences.
- Strong stakeholder‑management and communication skills, including interaction with CEOs, CTOs and directors.
- Previous experience delivering training or capacity‑building sessions (a plus).
