Operations Specialist (Mine Action)

About the role

The Operations Specialist (Mine Action) supports the Coordination and Compliance Officer and the Head of Operations in designing, planning and implementing mine‑action programmes in Kenya. This senior‑level position ensures that all operational activities align with UNOPS policies, technical standards and gender‑equality considerations.

Key responsibilities

• Assist in preparing workplans, concepts of operations and implementation plans for clearance, risk education, victim assistance, advocacy and stockpile destruction.
• Integrate gender equality and social inclusion metrics, including sex‑ and age‑disaggregated assumptions, into all planning documents.
• Ensure timelines are realistic, resources are appropriately allocated, and contracts comply with UNOPS financial, procurement and grant‑management rules.
• Monitor project execution against International Mine Action Standards (IMAS), National Technical Specifications and Guidelines (NTSGs), International Ammunition Technical Guidelines (IATG) and the MOSAIC framework.
• Oversee information‑management systems, health‑safety‑environment standards and DEI, GESI and PSEAH strategies.

Required profile

• Senior‑level professional with at least 60 months of relevant experience.
• Demonstrated expertise in mine‑action pillars and UN‑system operational procedures.
• Strong understanding of gender equality, social inclusion and equitable representation in programme design.
• Proven ability to coordinate with contractors, grantees and multi‑disciplinary teams.

Required skills

• Knowledge of International Mine Action Standards (IMAS).
• Familiarity with National Technical Specifications and Guidelines (NTSGs).
• Understanding of International Ammunition Technical Guidelines (IATG).
• Experience with the Modular Small Arms Control Implementation Compendium (MOSAIC).
