People & Culture, Administration & Liaison Officer

About the role

The People & Culture, Administration & Liaison Officer will support World Vision Sudan’s recruitment, learning & development, performance management and staff engagement functions. The role combines capacity‑building, recruitment administration, and HR advisory duties across new and existing program locations.

Key responsibilities

• Build capacity of base P&C officers on recruitment procedures, system use, and staff data accuracy.
• Administer recruitment processes in Workday, negotiate offers, issue contracts and ensure onboarding support.
• Design, implement and monitor learning and development programmes, including needs assessments and partnership building.
• Coordinate performance‑management activities, training, and recognition programmes for staff.
• Maintain talent pipelines, develop sourcing strategies, and produce recruitment, diversity and engagement reports for leadership.

Required profile

• Proven experience in recruitment, HR administration and capacity‑building within a humanitarian or development context.
• Strong knowledge of recruitment compliance, background checks and staff data management.
• Ability to train managers, coordinate learning initiatives and support performance‑management processes.
