Programme Specialist – Climate Change & Demographic Resilience (P‑4)

About the role

The Programme Specialist will lead UNFPA’s engagement on climate change, providing strategic, technical and policy guidance on climate‑action linkages with demographic resilience, SRHR, gender equality and youth leadership. Reporting to the Chief of the Population and Development Branch, the incumbent will coordinate UNFPA’s climate‑action work, support policy advocacy at global, regional and country levels, and chair the Interdivisional Technical Working Group on Climate Change.

Key responsibilities

• Lead policy analysis and development of climate‑change adaptation strategies that integrate demographic resilience, SRHR and gender equality into national commitments.
• Commission and oversee global and regional assessments on climate impacts for women, youth and marginalized groups, producing guidelines, case studies and best‑practice documents.
• Provide technical advice to governments on incorporating SRHR and gender‑responsive services into Nationally Determined Contributions and national adaptation plans.
• Support the rollout of geospatial vulnerability mapping and demographic intelligence tools to identify climate‑risk hotspots and inform evidence‑based interventions.

Required profile

• Advanced university degree (Master’s level) in social science, health, international development, environmental/climate studies, public policy or related field.
• Minimum seven (7) years of progressively responsible experience in programme management, climate change, SRHR and policy advocacy.
