Project Controls Engineer

About the role

The Project Controls Engineer will oversee cost and schedule performance for a major construction contract supporting the U.S. Department of State program in Nairobi. This fixed‑term position (36 months) requires close coordination with the Project Director and Contracting Officer Representative to ensure timely, compliant delivery of all contract deliverables.

Key responsibilities

• Manage Nairobi office operations related to construction cost and schedule control.
• Prepare and maintain reports, daily construction logs, and monthly progress summaries.
• Control contractor submittals, as‑built drawings, and payment applications; advise on findings.
• Review and evaluate contract modification requests and support Independent Government Estimates (IGEs) for change orders.
• Perform quantity take‑offs, assist in IGE preparation, and provide quality assurance for ongoing construction work.
• Review design calculations, respond to RFIs, and evaluate submittal substitutions.
• Coordinate meetings, prepare minutes, and mentor administrative staff.

Required profile

• Bachelor’s degree (or higher) with at least seven years of experience on similar‑scope construction projects.
• Professional Engineering (PE) license acceptable in lieu of degree.
• Overseas construction experience preferred.
• Final Secret, Interim Top Secret, or Final Top Secret clearance required.
• Knowledge of International Codes and strong proficiency with Microsoft Office Suite.
