Regional Programme Specialist – Climate Displacement (RE2CLID)

About the role

The Regional Programme Specialist will lead the strategic and technical coordination of the RE2CLID programme, which aims to enhance resilience and protection for communities displaced by climate‑related hazards across Sub‑Saharan Africa. Reporting to the Regional Deputy Director for Operations and working closely with the Regional Director, Managing Missions and the Global Office, the role ensures coherent, harmonised implementation of regional activities.

Key responsibilities

• Coordinate implementation of the RE2CLID programme at regional level, ensuring timely, harmonised decision‑making.
• Lead planning and execution of regional activities, stakeholder engagement, partnership development and resource mobilisation.
• Engage regularly with the European Commission and participate in Regional Steering Committees, providing strategic guidance.
• Ensure compliance with donor requirements and IOM project management policies, including financial, HR, reporting and risk management.
• Develop and use harmonised systems, procedures and tools for planning, implementation and monitoring, and provide capacity development to missions.
• Provide day‑to‑day technical guidance, conduct in‑country deployments and integrate global policy directions into programming.
• Support integration of protection risks, gender‑based violence considerations and inclusive approaches for vulnerable groups.
• Supervise the Regional Support Team, track progress, resolve issues and facilitate cross‑cluster communication and learning.
