Regional Senior Program Officer – Procurement & Subcontracts

About the role

The Strengthening Infectious Disease Detection Systems (STRIDES) Activity is looking for a Regional Senior Program Officer to lead procurement and subcontract management across three regions. Based in Kenya or Zambia, the officer will coordinate with internal teams and external partners to acquire the goods and services essential for project success and ensure compliance with donor regulations.

Key responsibilities

• Plan, execute, and finalize procurement and subcontract processes according to strict deadlines and organizational policies.
• Draft technical specifications, statements of work, and terms of reference for goods and services.
• Coordinate with local implementing partners, vendors, and subcontractors to monitor deliverables, quality, and cost control.
• Review subcontractor reports, annual work plans, and aggregate reporting for oversight.
• Represent the project at client/funder meetings and external events.
• Prepare and submit procurement request packages aligned with work plans and budgets.

Required profile

• Advanced knowledge of procurement and subcontract management in a health‑focused environment.
• Proven experience coordinating multi‑country projects and liaising with donors and partners.
• Strong ability to ensure compliance with donor requirements and organizational policies.
• Excellent communication and reporting skills.
