Senior Finance and Budget Assistant

About the role

The United Nations Human Settlements Programme (UN‑Habitat) is seeking a Senior Finance and Budget Assistant for its Budget, Finance and Operational Support Section in Nairobi. The incumbent will support budget preparation, financial analysis, and reporting to ensure compliance with UN financial rules and the programme’s strategic objectives.

Key responsibilities

• Act as Certifying Officer for programme offices, review and analyse programme plans, cost estimates and budget proposals.
• Monitor budget implementation, reallocate funds, and prepare budget performance reports and variance analyses.
• Analyse complex cost‑recovery transactions, process billing, reconcile clearing accounts and maintain master cost‑accounting data.
• Prepare financial statements for various funds, certify organization‑management adjustments and advise senior management on income and fund availability.
• Provide guidance, training and supervision to staff on transaction processing, system use and financial regulations.

Required profile

• Minimum ten years of progressively responsible experience in finance, budgeting or accounting (reduced by two years with a university degree).
• At least five years of experience with budgetary and financial operations, including use of an ERP system such as Oracle or SAP.
• Strong knowledge of UN financial rules, regulations and procedures, and ability to interpret and apply them.
• High school diploma required; supplemental training in accounting, finance or budgeting is desirable.
