Senior Programme Management Officer

About the role

The Senior Programme Management Officer will lead the implementation of UNEP’s Source‑to‑Sea Pollution work within the Marine and Freshwater Branch. Reporting to the Director of the Ecosystem Division and supervised by the Principal Coordinator, the incumbent will drive programme development, monitoring, evaluation and stakeholder engagement in Nairobi.

Key responsibilities

• Lead development, implementation and evaluation of source‑to‑sea pollution programmes, guiding sub‑teams and ensuring alignment with UNEP strategic priorities.
• Ensure gender mainstreaming across all programme activities and assess impacts on men and women.
• Direct research, policy development, surveys and data analysis to inform evidence‑based decisions.
• Prepare and supervise production of background papers, reports, and other written outputs for publications and conferences.
• Manage outreach, training workshops, and represent UNEP in meetings, conferences and field missions.
• Coordinate budgeting, funding proposals, progress reports and financial statements for programmes.
• Supervise and mentor staff, fostering a collaborative and results‑oriented team environment.

Required profile

• Advanced degree (Master’s or Doctorate) in Environmental Management, Environmental Science or related field with substantial experience in source‑to‑sea pollution.
• Proven ability to analyse complex environmental data, produce policy‑relevant reports and provide strategic technical leadership.
• Strong planning and organizing skills, with capacity to set priorities, manage risks and deliver results on time.
• Demonstrated leadership, negotiation and gender‑sensitive approaches, fostering partnerships across governments, NGOs and UN bodies.
