Senior Technical Advisor – Horizon1000 Programme

About the role

The Senior Technical Advisor (STA) leads the implementation, coordination and delivery of the Horizon1000 Kenya programme, ensuring AI‑enabled solutions are safely integrated into primary health‑care services. The role balances innovation with operational excellence, aligning activities with government priorities, donor requirements and responsible AI principles.

Key responsibilities

• Lead day‑to‑day planning, coordination and implementation of the Horizon1000 Kenya programme, ensuring delivery against scope, workplans, milestones and budgets.
• Translate programme strategy into annual and quarterly implementation plans aligned with Ministry of Health priorities and national digital health strategies.
• Manage the project team and coordinate across workstreams including AI use‑case identification, solution deployment, responsible AI governance, monitoring and evaluation, capacity strengthening and sustainability planning.
• Oversee operational coordination of AI‑enabled solutions, ensuring user‑centred design, workflow integration, phased rollout, training, mentorship and post‑deployment support.
• Serve as the primary operational liaison with the Ministry of Health, Digital Health Agency, county governments and other stakeholders, coordinating engagement and reporting.

• Deep expertise in digital health, AI implementation and health systems strengthening.
