Social Policy Specialist – Public Finance for Children (Fixed-Term)

About the role

UNICEF is seeking a Social Policy Specialist to lead its Public Finance for Children work. The role will support the Global Programme Division in strengthening fiscal and budgetary policies that promote child well‑being across diverse settings, including federal, decentralized, fragile and humanitarian contexts.

Key responsibilities

• Provide high‑quality technical assistance and policy advice to UNICEF offices, governments and partners to make budgets and financial systems more child‑sensitive.
• Support capacity development in Public Finance for Children, financing for development, climate and green financing.
• Generate and share evidence to influence policy reforms, strengthen accountability and promote equitable public finance solutions.
• Build and maintain partnerships with governments, international financial institutions, UN agencies, civil society and academia.

Required profile

• Strong knowledge of public finance, budgeting and social protection for children.
• Experience delivering technical assistance and policy advice in multi‑stakeholder environments.
• Ability to develop capacity, produce evidence‑based analysis and support policy reforms.
• Proven skill in establishing partnerships with governments, IFIs, UN agencies, civil society and academic institutions.
