Sub‑Grants and Finance Officer – East Africa Land Border Programme

About the role

Mercy Corps is seeking a Sub‑Grants and Finance Officer to manage the financial and compliance aspects of the UK‑FCDO funded East Africa Land Border Programme. The role will oversee pre‑award assessments, post‑award monitoring and close‑out of sub‑grants with international and local partners across Kenya, Uganda, Ethiopia and potentially Somalia.

Key responsibilities

• Conduct day‑to‑day management of the programme’s grants work plan, including pre‑award solicitation, selection and budgeting of sub‑recipients.
• Perform due‑diligence and feasibility assessments to ensure sub‑recipients meet financial, environmental and conflict‑of‑interest criteria.
• Develop and implement financial monitoring plans and conduct on‑site monitoring visits to verify compliance with subcontract terms.
• Review and verify sub‑recipient financial reports and documentation for accuracy and timeliness.
• Support capacity‑building for downstream partners to meet donor finance and compliance requirements.
• Maintain up‑to‑date partner financial files and proactively flag potential issues or delays.

Required profile

• Proven experience in managing sub‑grants, including pre‑award and post‑award processes.
• Ability to assess financial responsibility and compliance of partner organisations.
• Strong analytical skills to review financial records and monitor grant performance.
• Experience working with international donors and multi‑partner programmes is preferred.
