Technical Specialist - Climate Change

About the role

The Technical Specialist will support UNOPS‑ICAT in improving the accessibility, usability and practical application of the ICAT Toolbox for developing countries. Working remotely, the specialist will review, map and assess the relevance of more than 40 tools and guides against country needs.

Key responsibilities

• Conduct a comprehensive review and mapping of the ICAT Toolbox, identifying linkages, gaps and opportunities for methodological development.
• Assess each tool’s relevance for building transparency frameworks that support the implementation of the Paris Agreement.
• Provide evidence‑based recommendations to help countries develop, implement and monitor ambitious climate policies and NDCs.
• Position the Toolbox within the broader landscape of climate‑related tools and guides from other organisations.
• Collaborate with the ICAT Technical Advisor and other stakeholders to align the mapping outcomes with ICAT’s strategic objectives.

Required profile

• Senior‑level professional with at least five years (60 months) of relevant experience.
• Demonstrated experience in climate change policy, transparency frameworks, and the Paris Agreement implementation.
• Familiarity with climate finance transparency, just transition monitoring, adaptation M&E, gender mainstreaming and Articles 6 and 13.
