Urban Finance Consultant

About the role

The United Nations Human Settlements Programme (UN‑Habitat) is seeking an Urban Finance Consultant to support the development of a Voluntary Local Review (VLR) for Moscow. Based in Nairobi, the consultant will work under the supervision of the Programme Management Officer and coordinate closely with UN‑Habitat offices in Russia and the regional office.

Key responsibilities

• Conduct a comprehensive review of Moscow’s public finance registry and tag capital infrastructure investments from the last three fiscal years.
• Coordinate with municipal departments to geo‑reference major capital assets and create a spatial finance matrix for thematic mapping.
• Model financial heatmaps, identify expenditure patterns, PPP and green‑finance mechanisms, and assess financing gaps relative to SDG targets.
• Prepare technical inputs, graphs, tables and narrative for the financial sections of the VLR and related discussion papers, incorporating stakeholder feedback.

Required profile

• Experience in public finance analysis, budgeting and infrastructure finance.
• Proven ability to work with multi‑disciplinary teams and engage stakeholders at municipal and international levels.
