VLR Support Consultant

About the role

The United Nations Human Settlements Programme (UN‑Habitat) is seeking a VLR Support Consultant to assist in developing a Voluntary Local Report (VLR) for Moscow. Working under the supervision of the Head of the UN‑Habitat Country Office in the Russian Federation, the consultant will provide research, data, and drafting support to ensure a high‑quality, SDG‑aligned report.

Key responsibilities

• Collect, translate, and compile Moscow’s datasets, strategic plans and policy documents to strengthen the VLR structure and methodology.
• Organise SDG data inputs from open sources, ensuring consistency and readiness for analysis.
• Support the financial component of the VLR by gathering data, conducting preliminary analysis and preparing materials on municipal budget alignment and financing gaps.
• Coordinate stakeholder engagement activities, including preparation of discussion materials, logistics support for consultation forums and documentation of proceedings.
• Assist in drafting, fact‑checking, editing and formatting VLR content to maintain clarity and compliance with standards.
• Manage the review process by tracking comments, consolidating feedback and updating draft versions.
• Contribute to the preparation of communication and event materials for the VLR launch and dissemination.

Required profile

• Relevant university degree or equivalent experience in urban planning, public policy, international development or a related field.
• Demonstrated experience in data collection, translation and report preparation for development projects.
• Strong analytical abilities and familiarity with SDG indicators.
• Excellent written and verbal communication skills in English; proficiency in Russian is an advantage.
• Ability to work independently and coordinate with multiple stakeholders.
