Attorney Advisor – Legal Rulemaking Specialist

About the role

The Attorney Advisor provides expert legal analysis and drafting support for agency rulemaking initiatives, focusing on immigration law and related policy. This position works closely with senior leadership and inter‑agency partners to ensure regulatory actions are well‑researched, legally sound, and aligned with the agency’s mission.

Key responsibilities

• Draft regulatory text and preamble language for rulemaking proposals, collaborating with team members to produce thorough, policy‑aligned documents.
• Research and prepare legal memoranda interpreting immigration statutes, new directives, and regulations.
• Develop memoranda, policy responses, and reports for leadership on rulemaking initiatives.
• Respond to intra‑ and inter‑agency inquiries and public comments related to rulemaking.
• Assess rulemaking policies for administrative soundness, efficiency, and consistency with the agency’s mission and statutory intent.

Required profile

• U.S. citizen or national with ability to pass background investigation, credit check, and drug test.
• LL.B. or J.D. degree and active bar membership in any U.S. state, territory, or D.C.
• For GS‑13: Minimum two years of professional legal experience in complex immigration issues, policy drafting, and effective oral/written communication.
• For GS‑14: Minimum three years of professional legal experience with demonstrated ability to evaluate large‑scale policy initiatives.
