Baseline Assessment Consultant for Partnership Harmonised Indicators

About the role

SNV is seeking a consultant to lead the baseline assessment of 11 quantitative Partnership Harmonised Indicators (PHIs) across four Eastern African countries. The role involves applying SNV’s harmonised data‑collection methodology, triangulating findings with primary qualitative inquiry, and delivering a robust baseline report that supports the Power for Food Partnership’s transformation agenda.

Key responsibilities

• Conduct a comprehensive desk review of existing PHI data and preliminary findings.
• Adapt and contextualise the harmonised data‑collection tools for each country while maintaining methodological consistency.
• Coordinate field data collection, including surveys, interviews and stakeholder workshops.
• Triangulate quantitative results with qualitative evidence to validate baseline values.
• Analyse data, ensure comparability across country contexts, and document methodological decisions.
• Prepare a detailed baseline assessment report with clear recommendations for the Partnership.
• Support the inception phase by presenting findings to country teams and facilitating knowledge sharing.

Required profile

• Proven experience in conducting baseline assessments and indicator measurement in development contexts.
• Familiarity with agri‑food, renewable energy or related nexus sectors, preferably in East Africa.
• Strong analytical capabilities and experience working with multi‑stakeholder ecosystems.
• Excellent written and verbal communication skills in English.
