Chief Information Officer (CIO)

About the role

Lions Sightfirst Eye Hospital is looking for a Chief Information Officer (CIO) to lead all ICT for the hospital, with a clear focus on clinical and health information systems. The CIO sets ICT strategy, keeps critical systems safe and available around the clock, and uses technology to improve patient care, staff productivity and financial performance. The role sits in the executive team and works closely with clinical, finance and operations leaders. The position is full time in Nairobi.

Key responsibilities

• Develop and deliver a 3-5 year ICT and digital health strategy, advise the CEO and Board on technology risks and investments, and build and mentor the ICT team.
• Own the EMR/EHR system and oversee the HIS and clinical systems (LIS, RIS/PACS, pharmacy, theatre), ensuring reliable data exchange via HL7 and FHIR and supporting telemedicine and patient portals.
• Ensure 24/7 availability of networks, data centres, cloud services and devices, and maintain business continuity and disaster recovery plans.
• Lead information security, protect patient data and ensure compliance with data protection and health information laws.
• Set service levels for the IT service desk, establish data governance and deliver dashboards and reports.
• Manage ICT budgets, procurement, vendor contracts and ICT projects.

Required profile

• Bachelor's degree in Computer Science, Information Technology, Health Informatics or a related field.
• At least 10 years of ICT experience, including a minimum of 5 years in an ICT leadership role.
• Demonstrated experience with EMR/EHR and HIS implementation or management in a hospital or health network.
• Proven record of managing large ICT budgets, teams and multi-vendor projects.
• Preferred: Master's degree, professional certifications (CISM, CISSP, CISA, PMP, PRINCE2, ITIL, TOGAF), cloud migration or interoperability experience, and membership of a professional ICT or health informatics body.
