Consultancy for ESIA, Engineering Surveys, Design & Tender Support

About the role

The Millennium Water Alliance is seeking an experienced consulting firm to deliver a full Environmental and Social Impact Assessment (ESIA/EIA), conduct engineering surveys, produce detailed designs and prepare tender documentation for the Water Supply Enhancement Program in Marsabit County, Kenya.

Key responsibilities

• Carry out ESIA/EIA in line with Kenyan regulations, secure the NEMA EIA licence and develop a costed Environmental and Social Management and Monitoring Plan.
• Perform topographical, geotechnical and hydraulic surveys for a 500 m³ ground‑level tank, three elevated steel tanks, 39.1 km of pipeline, water kiosks and solar‑powered boreholes.
• Develop detailed engineering designs, hydraulic models (e.g., EPANET), technical specifications, cost estimates and Bills of Quantities for all infrastructure components.
• Prepare LOT‑based tender documents, support pre‑bid meetings, respond to queries and assist with technical evaluation of civil works contractors.

Required profile

• Qualified consulting firm with proven experience in water supply projects, ESIA/EIA and civil engineering design in Kenya or similar ASAL contexts.
• Demonstrated ability to engage stakeholders, manage multi‑disciplinary teams and deliver statutory licences on time.

Required skills

• Environmental and Social Impact Assessment (ESIA/EIA) under Kenyan EMCA and NEMA guidelines.
• Topographical and geotechnical surveying.
• Hydraulic modelling using EPANET or equivalent.
• Design of water distribution tanks, pipelines, kiosks and solar‑powered pumping systems.
• Preparation of tender packages, Bills of Quantities and cost estimates.
