Consultancy to Document UNICEF 7% Set-Aside Investment for Adolescent Girls

About the role

UNICEF is seeking an experienced consultant to document and analyse the implementation of the 7% Set‑Aside investment aimed at reducing new HIV infections among adolescent girls and young women across 11 African countries. The assignment will synthesize monitoring data, country reports and stakeholder insights to produce knowledge products that inform future programming, policy engagement and resource mobilisation.

Key responsibilities

• Collect and review programme monitoring data, country reporting and implementation evidence related to the 7% Set‑Aside investment.
• Analyse emerging results, strategic lessons and innovations across participating countries.
• Draft high‑quality knowledge and advocacy materials, including briefs, case studies and synthesis reports.
• Identify strategic partnerships, systems‑strengthening efforts and key lessons for adolescent HIV prevention.
• Collaborate with UNICEF country offices and regional experts to ensure accuracy and relevance of findings.

Required profile

• Master’s degree in Public Health, Social Services, Humanities or a related field.
• Minimum 8 years of professional experience in adolescent HIV prevention, sexual and reproductive health and rights (SRHR), gender equality or related programming.
• Proven experience in documenting and synthesising programme evidence for advocacy and policy purposes.
• Strong analytical and writing skills with the ability to produce clear, concise and compelling outputs.
