Consultant – Sustainable Eye Health Model Assessment (Kenya)

About the role

The Fred Hollows Foundation is seeking a consultant to conduct a needs assessment and cost analysis for functional eye units across three Kenyan counties. The assignment supports the Sustainable Model of Eye Health Financing project, aiming to improve access to affordable eye care. The consultant will work directly with county health teams to ensure the costing methodology reflects local realities and supports universal health coverage objectives.

Key responsibilities

• Assess the current state of eye care facilities (Level 2‑5) in Makueni, Meru and Kisumu using the Eye Care Situation Analysis Tool (ECSAT).
• Apply the Ministry of Health’s Standards for Ophthalmic Services to identify required components for functional eye units and clinics.
• Develop detailed cost estimates for establishing or upgrading eye units at each service level.
• Collaborate with county health officials to validate findings and ensure alignment with local policies.
• Ensure that equipment and commodity requirements are sustainably sourced and incorporated into the cost model.
• Prepare a comprehensive report summarising assessment results, cost breakdowns and recommendations for financing.

Required profile

• Relevant experience in health facility assessments, preferably in eye care or public health.
• Familiarity with Kenyan health system structures and Ministry of Health guidelines.
• Strong analytical and reporting skills.
• Demonstrated ability to produce clear, actionable reports for donors and government stakeholders.
• Ability to work on‑site in Kenya for the duration of the assignment (27 days).
