Consultant to develop policy brief on Kenya boundary delimitation

About the role

Elections Observation Group (ELOG) seeks an experienced consultant to produce a comprehensive policy brief on the current state of boundary delimitation in Kenya ahead of the 2027 General Election. The brief will inform Parliament, the IEBC, the Executive and civil society on legal, constitutional and electoral implications.

Key responsibilities

• Conduct a desk review of Kenya’s constitutional, legal and policy framework related to boundary delimitation.
• Assess the IEBC’s phased approach adopted in January 2026 and its strategic implications.
• Analyse the impact of missed timelines and the lapse of protected constituencies.
• Compare Kenya’s experience with peer African countries to extract relevant lessons.
• Develop actionable recommendations for key stakeholders and synthesize findings into a concise policy brief.

Required profile

• University degree in law, public policy, social sciences or a related field.
• Extensive experience working on elections and electoral cycles.
• Proven track record in developing policy briefs or similar analytical documents.
• Strong analytical and literature‑review capabilities.
