Data Management Officer & Geospatial Systems

About the role

The Data Management Officer & Geospatial Systems will support the integration of migration, displacement and climate data into IGAD's early warning platforms, ensuring that decision‑makers have timely, accurate geospatial information.

Key responsibilities

• Integrate migration/displacement data, model outputs and workflows into ICPAC early warning systems and value‑added services.
• Maintain and continuously improve ICPAC systems, automating workflows, updating code, and adding new functionalities based on user feedback.
• Support collection, aggregation and analysis of disaster displacement data across the IGAD region and publish it on the IGAD geo‑portal.
• Provide technical guidance on system improvement, workflow automation and capacity‑building for users.
• Develop and maintain interactive dashboards, visualisation tools and APIs for seamless data integration.
• Integrate machine‑learning and AI technologies to enhance forecasting of displacement risk.
• Implement data‑security best practices, including access control, encryption and disaster‑recovery planning.
• Collaborate with national and regional partners to align integrations with member‑state needs.

Required profile

• University degree in Computer Science, Geo‑Informatics, IT or a related field.
• Minimum four years of experience designing and developing geo‑applications.
• Proven experience with Python scripting for geo‑processing automation.
• Experience in backend development using Django, Go or Node.js and containerisation with Docker.
• Hands‑on experience deploying scalable geospatial web applications (e.g., Mapbox GL, Leaflet, Carto, Geoserver, GDAL).
• Strong knowledge of SQL and PostGIS spatial databases and OGC standards (WMS, WFS, WCS, WPS).
