Junior Non-Key Expert – Digital Connectivity Study for Agriculture & Education

About the role
NTU International is seeking three Junior Non‑Key Experts to support the Digital Connectivity Study for Agriculture and Education (PRIDA II) under the Policy and Regulation Initiative for Digital Africa II. The consultants will work from the African Union headquarters in Addis Ababa, with the majority of tasks performed remotely, to assess and promote affordable digital connectivity across the five AU regions.
Key responsibilities
- Assess bandwidth availability, quality, cost and adoption for rural agriculture and education in AU member states.
- Evaluate technical, economic and regulatory feasibility of alternative connectivity solutions for underserved areas.
- Review and develop financing and service‑delivery models, including pricing and discount‑rate methodologies.
- Design policy and implementation strategies to promote sustainable digital connectivity, aligning with AU and national frameworks.
- Produce regional and national connectivity profiles and benchmark them against international standards.
Required profile
- Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law from a recognised university.
- Minimum three (3) years of experience in connectivity market development in developing or emerging economies.
- Strong analytical skills and ability to work across multiple African regions.
- Fluency in English; knowledge of French or Arabic is an advantage.
Required skills
- Knowledge of mobile, fixed and satellite connectivity technologies.
- Experience with connectivity market analysis and benchmarking.
- Familiarity with policy development and regulatory frameworks for digital services.
