Lead Contract Specialist – Federal Acquisition

About the role

The Lead Contract Specialist will head a team of Contract Specialists within the CORE or Resident Officer in Charge of Construction (ROICC) Acquisition Divisions of NAVFAC Northwest. This senior position oversees the full lifecycle of contracts for supplies, services, and construction projects.

Key responsibilities

• Lead and mentor a team of Contract Specialists.
• Develop acquisition plans, solicitations, and negotiate contracts.
• Conduct cost and price analysis, evaluate proposals, and award contracts.
• Manage pre‑award and post‑award functions, including contract administration, modifications, payments, and close‑out.
• Prepare and review solicitation documents, conduct pre‑proposal conferences, and respond to inquiries.
• Assess financial and technical capabilities of potential contractors.
• Perform cost computations for items, specifications, delivery, and transportation.
• Negotiate changes to price, terms, wage adjustments, and overhead rates.

Required profile

• At least one year of specialized experience equivalent to the GS‑12 level in federal service or comparable private/public sector experience.
• Demonstrated ability to review procurement requests for clarity and completeness.
• Experience providing guidance on procurement regulations, policies, and procedures.
• Proven track record executing pre‑award and post‑award contract actions for construction, architectural/engineering, and environmental contracts.
• Ability to evaluate proposals, set negotiation objectives, and document fair and reasonable price determinations.
