Legal Officer II – Advisory and Litigation

About the role

The Legal Officer II will provide legal advisory, litigation, and compliance support to the Independent Policing Oversight Authority. This full‑time position is based in Nairobi and involves representing the Authority in civil and criminal matters.

Key responsibilities

• Provide guidance and legal opinions to the Authority and represent it in all legal, civil and criminal court proceedings.
• Support implementation of policies, strategies, guidelines, standards and procedures related to legal services.
• Collect and collate data on legal issues in collaboration with the research division.
• Draft contracts, leases, memoranda of understanding and other legal instruments.
• Participate in outreach programs, including legal aid clinics on constitutional matters.
• Liaise with preventive services to audit National Police Service processes for compliance with legal and human‑rights standards.
• Evaluate evidence from investigations and recommend actions to the Director of Public Prosecutions or disciplinary bodies.
• Prepare the Authority’s cases for prosecution and implement risk‑mitigation measures.

Required profile

• Bachelor’s Degree in Law (LL.B).
• Post‑graduate Diploma in Law.
• Registered Advocate of the High Court of Kenya with a valid practising licence.
• Member of the Law Society of Kenya.
• Proficiency in computer applications.
