Manager, HR Operations & Governance

About the role

The Manager, HR Operations & Governance leads the design, delivery and continuous improvement of FSD Africa’s HR operations and governance framework. This senior position ensures that HR systems, policies and processes are efficient, compliant and data‑driven, supporting strategic objectives in a multi‑donor, project‑based environment.

Key responsibilities

• Design and oversee HR operations programmes including compensation, benefits, policy governance and multijurisdictional contract management.
• Embed strong governance, compliance and risk‑management practices across all HR functions.
• Drive the use of HR data and analytics to inform decision‑making and improve workforce productivity.
• Lead employee wellbeing, occupational health and safety, and equity, diversity and inclusion initiatives.
• Provide management‑level assurance on people‑related risks and cost stewardship.

Required profile

• Master’s degree with 6 + years of experience or Bachelor’s degree with 8‑10 + years of experience.
• Professional HR qualification (e.g., CIPD or equivalent).
• Proven experience managing end‑to‑end HR functions in multi‑donor, multijurisdictional settings.
• Strong understanding of labour laws, HR compliance and audit environments.
• High financial and analytical capability, especially in HR cost management.
