MEAL Officer

About the role

The International Rescue Committee is seeking a MEAL Officer to lead day‑to‑day Monitoring, Evaluation, Accountability and Learning for its Ebola Virus Disease (EVD) preparedness programme in high‑risk refugee and host‑community settings across Kenya.

Key responsibilities

• Support the roll‑out of MEAL systems and approaches at county and settlement level in line with the programme strategy.
• Build and maintain productive relationships with County Departments of Health, sub‑county coordination forums, health facilities, points of entry and community health promoters.
• Represent IRC at county‑level technical and coordination meetings, including health and WASH clusters.
• Operationalise the programme MEAL plan, results framework, indicator tracking table and means‑of‑verification systems.
• Develop, maintain and deploy data collection tools for routine data gathering across target counties and refugee settlements.
• Set up and manage digital data collection platforms (e.g., Kobo, CommCare, ODK) and ensure smooth data flow from community to county level.
• Track progress against outcome and output indicators and provide timely reporting to support evidence‑based decision‑making.

Required profile

• Experience leading MEAL activities within health‑related programmes.
• Familiarity with EVD or other epidemic preparedness initiatives.
• Ability to work closely with government health departments, NGOs and community health teams.
• Strong analytical mindset for data quality assurance and results tracking.
