About the role
The Norwegian Refugee Council is recruiting a Task Team Leader to oversee the Business Development Services (BDS) component of the NYOTA project in Kenya. The role will provide strategic, technical and operational leadership to ensure high‑quality delivery of entrepreneurship support for refugee and host‑community youth.
Key responsibilities
- Lead the planning, implementation and quality assurance of the NYOTA BDS programme across Turkana and Garissa, aligning with NRC standards, the MSEA Terms of Reference and World Bank requirements.
- Translate contractual and technical specifications into detailed work plans, monitor progress and adapt activities to the socio‑economic realities of refugee youth.
- Coordinate with government agencies, private‑sector partners, UN bodies, NGOs and community structures to secure market linkages, finance and business formalisation pathways.
- Oversee a multidisciplinary team, ensuring gender‑responsive, disability‑inclusive and safeguarding‑compliant programme delivery.
Required profile
- Master’s degree in a relevant field with at least 8 years of experience in entrepreneurship, livelihoods or BDS programmes.
- Minimum 5 years managing multi‑location, multi‑disciplinary programmes, preferably in refugee or humanitarian settings.
- Strong knowledge of Kenya’s micro‑ and small‑enterprise ecosystem and experience designing inclusive, gender‑responsive interventions.
- Proven stakeholder‑engagement skills with government, private sector and UN partners.

- Duty station in Nairobi, Kenya with a six‑month fixed‑term contract (subject to funding).
