Project Manager - P4

About the role

The International Labour Organization is seeking an experienced Project Manager (P4) to lead the implementation of a disability‑inclusive employment programme in Nairobi. The role involves overseeing project delivery, managing budgets and staff, and providing technical guidance to partners.

Key responsibilities

• Ensure effective implementation of the project through planning, monitoring, and evaluation, aligning with ILO policies and guidelines.
• Manage project funds and human resources, including recruitment and performance management.
• Provide technical leadership on disability‑inclusive employment to governments, employers, workers’ organisations and NGOs.
• Strengthen partnerships with ministries, NGOs, donors and UN agencies, and promote gender equality and non‑discrimination.
• Mobilise resources, prepare technical and financial reports, and represent ILO in programme governance structures.

Required profile

• Advanced university degree (Master’s) in social sciences, public health, development or disability studies (or equivalent Bachelor’s with additional experience).
• At least seven years of experience in inclusive technical cooperation, preferably at the international level.
• Proven management experience in project design, implementation, monitoring and evaluation, ideally within ILO or another UN agency.
• Experience in partnership building, fundraising and resource mobilisation.
• Excellent command of English; working knowledge of French is an advantage.

Required skills

• Strong knowledge of the UN Convention on the Rights of Persons with Disabilities and relevant ILO standards.
• Ability to develop strategic goals, design programmes and provide policy advice.
• Excellent leadership, communication and networking abilities.
• Capacity to produce accurate reports and manage donor relations.
