Senior External Advisor – Middle East (Space & Connectivity)

About the role

Access Partnership is seeking a Senior External Advisor to support its Space & Connectivity Practice across the Middle East. This part‑time, flexible advisory position will leverage your deep regional experience and network to guide clients through complex regulatory and policy landscapes.

Key responsibilities

• Provide strategic advice on regulatory and policy developments throughout the Middle East.
• Engage with senior officials in ministries, regulators, spectrum authorities, space agencies and other public‑sector institutions.
• Facilitate dialogue and collaboration among government, regulatory and industry stakeholders using existing relationships.
• Support the development and execution of advocacy strategies in regional and multilateral fora such as the Arab Spectrum Management Group (ASMG) and the Arab League.
• Participate in relevant meetings, including World Radiocommunication Conferences (WRCs), ASMG sessions and ITU‑R working groups.
• Prepare policy analyses, briefing materials, stakeholder maps and strategic recommendations tailored to regional audiences.

Required profile

• Extensive experience working with Middle‑East governments, regulators and spectrum authorities.
• Strong, established network across national and regional policy institutions.
• Proven ability to coordinate and advance positions for WRCs and related processes.
• Excellent communication skills and ability to influence senior stakeholders.

Required skills

• Deep knowledge of ITU processes, including World Radiocommunication Conferences and ITU‑R working groups.
• Understanding of regional spectrum management frameworks and the Arab Spectrum Management Group.
• Experience in regulatory strategy, policy analysis and stakeholder engagement.
