Senior Governance Expert

About the role
NTU International is seeking a Senior Governance Expert to support the EU‑funded Cooperation Facility in Lesotho. The expert will provide high‑level technical advice on governance, public administration and institutional reforms throughout the 48‑month project.
Key responsibilities
- Deliver strategic advice on governance, public administration and institutional reforms.
- Conduct governance assessments, policy reviews and institutional analyses.
- Support the preparation of EU programming documents, Action Documents and technical studies.
- Advise on public sector reforms, decentralisation, accountability and service delivery.
- Facilitate policy dialogue with government bodies and development partners.
- Monitor EU‑funded governance programmes and recommend improvements.
Required profile
- Minimum 10 years of professional experience in governance, public administration or institutional reform.
- Experience working on development cooperation projects is an advantage.
- Prior involvement with EU‑funded projects or EU external cooperation is beneficial.
