About the role
NTU International is seeking a Senior Infrastructure Project Preparation Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role focuses on preparing, structuring and promoting bankable transport infrastructure projects across the ECOWAS region, enhancing sustainable and resilient mobility.
Key responsibilities
- Identify, prepare and structure regional transport infrastructure projects and investment programmes.
- Conduct and review pre‑feasibility studies, feasibility studies, technical assessments and investment analyses.
- Support the preparation of bankable projects for financing by IFIs, development partners and private investors.
- Contribute to infrastructure planning and prioritisation for key corridors such as Praia‑Dakar‑Abidjan and Abidjan‑Lagos.
- Provide technical support for project pipeline development, infrastructure mapping and investment tracking systems.
- Prepare technical documentation, concept notes, Terms of Reference and investment proposals.
- Coordinate with ECOWAS institutions, national authorities, development partners and financial institutions.
- Integrate climate resilience, environmental sustainability, gender equality and social inclusion into project preparation.
- Support capacity‑building activities, technical workshops and knowledge‑sharing initiatives.
- Assist in monitoring, reporting and technical reviews of infrastructure preparation activities.
Required profile
- Master’s degree in civil engineering, transport engineering, infrastructure planning, economics, project finance or a related field.
- Minimum 10 years of professional experience in transport infrastructure project preparation, infrastructure planning or investment advisory.
- Proven experience on infrastructure or transport projects in developing countries, preferably in Sub‑Saharan Africa.
- Experience working in international development cooperation and donor‑funded programmes.
