Specialist – Monitoring Evaluation Reporting and Learning (Fixed Term)

About the role

The Specialist – Monitoring, Evaluation, Reporting & Learning will support the Lead in implementing and improving MERL systems across Safaricom and M-PESA Foundations programmes, ensuring evidence‑based, results‑oriented outcomes.

Key responsibilities

• Develop and implement MERL frameworks, track programme performance against indicators and targets.
• Support baseline studies, evaluations, surveys and impact measurement exercises.
• Manage data collection, validation, cleaning, analysis and reporting; maintain databases and MIS.
• Create dashboards, scorecards and visualisations; conduct data quality assessments.
• Prepare donor, management and stakeholder reports and ensure compliance with reporting timelines.
• Facilitate learning reviews, document lessons learned and coordinate research studies.
• Provide technical support and training to programme teams and partners on MERL tools.
• Support digital MERL platforms, mobile data collection and automated reporting tools.

Required profile

• Bachelor's degree in Monitoring & Evaluation, Statistics, Economics, Data Science, Development Studies, Public Health, Social Sciences or related field.
• 4‑6 years of relevant experience in MERL, impact measurement or research within development or philanthropy programmes.
• Experience coordinating evaluations, surveys and impact assessments with partners and donors.
• Strong analytical, report writing and communication skills.

Required skills

• Proficiency in statistical software for quantitative and qualitative analysis.
• Ability to use data‑visualisation tools to create dashboards and reports.
• Data management and database maintenance expertise.
